Actually there is a couple things that he (or anyone) can do:
Go to Settings->Options. Move the Sound buffer slider to Best Sound Quality. This increases bandwith usage (better sound qualioty) at the cost of of higher Latency. This should not be an issue for anyone with a decent broadband connection (this setting is set in the middle by default -- mainly for our friendly dial-up internet users). I have mine set at maximum and it sounds good and has no impact on gaming.
There is also the upload and download Bandwith usage in kbits/sec. Make sure the drop down box is set to unlimited for each.
As for codec being used, that is set by the server. We are using the SPEEX 25.9 Kbit codec which is pretty much the best you can use in either teamspeak or ventrillo.
Also make sure that when you do the self test in teamspeak, you are not using the default codec CELP 5.1Kbit othwerwise you WILL think you or your headset sounds bad. Change it to SPEEX 25.,9 Kbit.
